the simpler explanation is that these "scientists" keep forging their data so it appears that the break-through is imminent and they only need a bit more time (and money). the money that funds the fundamental research is limited and the competition is stiff. somebody is always tempted to find a way to cheat the system. there are plenty of documented cases of fraud in science.
