The article hints that you can buy anonymously.

I dont know how true this is or how authorities will react to these ATMs, but i would think the ATMs would have some kind of KYC setting that covers local laws but who knows how extensively it would work?

It is possible to purchase kyc'ed bitcoins and turn them into non-kyc bitcoin using defi bridges and swaps

The problem with purchasing kyc bitcoins is that there will always be a record of the purchased amount of bitcoins and if ever an order such as EO 6102 for bitcoins/cryptos ever occurs, the onus will be on the person to meet the requirements

P2P exchanges such as localbitcoins and paxful were good solutions for non-kyc bitcoins

A good decentralized solution is bisq network, but it requires technical work
