Turns out it may be one gigantic bailout for states and cities to help cover the health insurance of retired public sector unions.
Large private sector companies with expensive health plans for union retirees may do the same.
They're all democrats.

At the same time they send assault weapons to foreign countries to help overthrow other country's leaders who are not responsive to it's citizens.
So banning guns would protect the pols from the citizens in this country. And they wouldn't have to be responsive to the citizens.
