The ruskies - at the time under Obama- were not considered to be a threat to the democratic party, and that was Obama's definition of a national security threat. If not a threat to democrats, then not a national security threat.
Even though he knew about the russian meddling long before the election he still thought that Hillary would win, so what's the problem? Then she lost and suddenly Obama felt a need to expell a whole pantload of Russian diplomats for misbehavior. But no one in their right frigging mind thinks he would have done that if Hillary had won.

When one does political theater, you have to match the episode with historical impact and the level of the office. Therefore, expect to see Nancy Pelosi, Maxine Watters, and other prominent Democratic politicians dressed up in Ninja warrior outfits and news anchor people dressed in combat fatigues when this goes down. A few tanks rolling down Pennslyvannia Avenue and some overhead fireworks would fulfill creating the sense of epic proportion that the public demands as it may appear in Democrats’ eyes.
Combining the above with somber reporter comments such as “It is the end of the line for Trump”, “Trump caught in the inexorably closing vise of the law”, and “Trump’s accommodations are about to change from what he has been used to”, would complete the scene.
Maybe a guest appearence by professional actor Smollett would lend an additional theatrical component that would increase odds of journalistic and academy awards being given.
