CNBS took 20 minutes to report the plane shot down

They can't see the plane. It was 35,000 ft in the air. Radar picked up a plane and they prob assumed it was a Ukraine transport.

My guess is that it was an accident as no one has any incentive to shoot a foreign civilian plane.

Term accident is semantics but what you described is what i think happend.

They must have thought that the transports were flying at higher altitudes now.

According to my father in law there were three commercial planes in that vicinity at the time. Fortunately those idiots only fired one missile.
