yes, google or anyone can write an exchange but you need people to show up. buying cme is buying the liquidityExchanges or ECNs are just a bunch of computers running some programs. Sure Google can do that. US regulators have turned a blind eye to those things. Free market?
Google has more programmers than CME has.
