No not any country can board any ship, but Israel can board any ship in those particular waters. No matter how much you want to ignore the Oslo Accords, they explicitly empower Israel to board any vessel it deems necessary.

Cite the chapter and verse that legally empowers Israel to forceably board sovereign ships in international waters. Or any Country, for that matter.
See, when any Country is granted the right to board a sovereign vessel they "suspect" of carrying weapons, any Country can board that ship. A Somalian ship could board an Israeli freighter for carrying weapons. A North Korean ship could board an Egyptian ship for carrying weapons. It's just color of law bullshit that has no equal applicability except for the Powers that have the ability to enforce it. In your World, an Iranian vessel could board an American freighter for carrying military equipment to Iraq, for later use in an Iranian invasion. And, according to you, they'd be in "the right".
In all instances, the Americans, Israelis, and Egyptians would rightfully defend themselves and you'd claim they acted in self defense. That's exactly what the Turks did. When America, Israel or the West do it, it's legal. When anyone from the Middle East does it, it's illegal. It's total hypocrisy. But you're not interested in arguing facts or law.
