And for your information, I'm no fan of Trump. But he did say someone else with enough authority could fix Chicago's crime problem.

I did not miss the point. Firstly as you see there is worse than Chicago, I'm not but what abouting just observing the cons latched onto Chicago specifically as a way to attack Obama.

Carrot stick and broken windows.. The carrot is the most powerful. Between the 1990s and 2000s when NYC turned around (it started under Dinkins before Rudy I recall elected 1993/4) there was a huge boom in employment and prosperity nationally/globally, Chicago also improved dramatically in this period.

The stick of get tough needs the right conditions. I'll have a chat with a friend who worked for the Mayor's office before and after Guliani. I need a reminder of her summary. That said and as I said, the same could have happened in republican cities but has not.
