All Refinaries take input Crude from multiple sources . Pipes from Canada, Oil from ships ( Middle east oil) , Cushing pipe lines (multiple pipe lines ), Cushing OIl sent by Rails etc.

It is complex equation ..

the draw downs seem to be normalizing. But i'm ignorant as to how all this works... so over the last month we have been having huge draws because the kink in the supply chain leave Cushing was relieved. My question is where were refiners getting oil from before this was fixed? If there isn't some huge demand by end users will supplies just start building again?

See if it gets back thru 105 area. Would be nice to see a retrace to 107 area. 105.5 looks like major resistance short term.
