Yes ( in Tradestation SIM )
This is the difference between Tradestation SIM and Real.
In tradestation SIM you get fill as soon as price touches it. I think in IB it wait for 1 tick beyond price to get filled which I think is more realistic.
Next week I will try using IB Paper account.

Edit :11 - I gave myself a 15 minute grace period past my deadline (1:45 EST --> 2:00 EST), but it popped too late for me; also I thought it was going to pop a tad more, so I didn't take the trade in sim either.
