I disagree. The best way to ensure the long term health of our society is by maintaining a high quality population. The black population is suffering because the bottom 20% are rapidly outproducing the top 20%. This needs to be reversed.
-Provide incentives for the bottom 20% not to reproduce. We currently do the opposite. We literally pay the underclass to reproduce. Cabrini green was filled to the brim with criminal "welfare babies" made so big mama could keep getting the check. These "children" then go on to kill enough people to make certain neighborhoods in Chicago more deadly than being in combat in Iraq or Afghanistan. Instead, lets pay such people to get permanent birth control.
-Make family formation easier for intelligent working people who have not lucked (or angled) into becoming wealthy. Full tax deduction private school tuition, full tax deduction equal to estimated value of childcare for stay at home moms, etc.
-Prison population: Voluntary sterilization in return for early release from prison. If this does not work throw in a cash reward.

And just, who, is going to pay for all this? And of course you would be promptly accused of genocide. Most notably, since you have not been exposed to black culture in all it's facets, generally speaking, girls in the top 20 go for guys in the bottom 20. Look closely at what is regarded as masculinity in black culture. Was the fresh prince, or was it carlton?
Race as a physical cause of behavior has been shown in many places, and again in this very thread with that great post, to be useless; if we continue down that path we'll have to give our greatest condemnation (for bad behavior) to the whites and yellows. I'm not too happy with the reds, either, for that matter, what with their hacking out of hearts and lopping off of heads. : )

I realize the program is politically not feasible. However, with regards to your questions:
-We already pay, both in $$ and in reduced quality of life (crime, blight, harassment,debased culture). A realistic plan would save not only large amounts of money but also save our society from the previously mentioned ills. It would in this way not be "paying" but rather investing.
-Genocide? We already have that, it is called abortion. Abortion is disproportionately killing blacks and other non-whites. Planned Parenthood is at heart a Eugenics organization. Look it up.
My plan would in fact radically cut the abortion genocide that goes on every day. It would also rely on incentives and be 100% voluntary as a moral principle.
-It may be true the getto thug is "cool". Yet, your notion that most top 20% black women want a hood rat is simply not true. A disproportionate amount of them are single or attempting to date outside their race. They themselves are usually a racial mix and not 100% African.
My plan is actually humane, fair, and is in the best interest of everyone. If it seems somehow wrong, well, we must compare it to what is currently going on.
The USA has had a high quality population for most of it's history, and in many ways it is still excellent, depending on where one is. It is a big country. 3rd world immigration and the welfare state are driving the negative changes.

I think the philosophy that short term arbitrage profits lead to the best long term outcome is an extremely foolish notion that eventually leads to disaster. However that is a different topic.
