It is a given that C needs more capital. At this point it appears 6 of the 19 in the stress test need more capital. It is clear the whimps in the White House will not liquidate any of these like they should, so the rules just keep getting changed so you have dead banks walking. You can bury your head in the sand, but many of these are junk. A few will never recover as investments, because they will be diluted so much to get an acceptable TCE.
