The Biden administration unveiled a comprehensive strategy last week to move the U.S. forward and hold China back in the production of advanced semiconductors, virtually eliminating China's semi industry overnight, escalating the high-tech battle with Beijing.

“Every American executive and engineer working in China’s semiconductor manufacturing industry resigned yesterday, paralyzing Chinese manufacturing overnight,” wrote Twitter user @lidangzzz, translated by Rhodium Group analyst Jordan Schneider.

“One round of sanctions from Biden did more damage than all four years of performative sanctioning under Trump.”

What happened: Yangtze Memory Technologies Co, a company owned by China, and 30 other semiconductor companies in China have been put to the Unverified List by the Bureau of Industry and Security, a division of the U.S. Department of Commerce.

Sanctions imposed by the Biden administration also prevent businesses from sending the cutting-edge processors required to run or train the most efficient AI algorithms to China.

The extensive new regulations are intended to keep China's AI industry in the stone age as the U.S. and other Western nations advance.

The limitations also prohibit the export of chip manufacturing tools and design software and forbid the top silicon fabs in the world, such as Taiwan Semiconductor Mfg. Co. Ltd. and Samsung, from producing cutting-edge chips for Chinese businesses.

Why Did American Execs Resign? One of the provisions of President Joe Biden's executive order is that any U.S. citizen or green card holder working in China cannot work in the Chinese semiconductor industry or risk of losing American citizenship.

According to the @lidangzzz thread, it is not just affecting Americans.

“Everyone from Lam Research Corporation at Yangtze Memory left today, and on the 12th the Applied Materials, Inc. folks will leave as well — not just Yangtze, but also HLMC [Shanghai Huali Microelectronics], ICRD’s [Shanghai Integrated Circuit R&D Center Co], Jiading fab, [and] Hefei’s CXMT DRAM fab.”

ASML Holding NV, one of the world’s most important semiconductor toolmakers, told U.S. employees to stop servicing Chinese customers.

“The starting point for this round of sanctions is to go all the way up the food chain and ensure the elimination of all American products and technologies from the entire ecosystem,” the thread reads.

Why It Matters: Taiwan Semi reduced its forecasts for capital expenditures and Applied Materials cut its outlook for revenue and profit following the sanctions. Both businesses said the demand for semiconductor products would decline.

Chinese officials described the U.S. limitations as a significant step intended to thwart the development of the nation. The decision might have wide-ranging effects, such as restricting the development of artificial intelligence that underpins algorithms for driverless vehicles, and other risks.
"This is what annihilation looks like: China’s semiconductor manufacturing industry was reduced to zero overnight. Complete collapse. No chance of survival," the thread continued.

Benzinga's Take: While the new sanctions are a sharp blow to China's semi industry, U.S. leverage could fade eventually as Shenzhen, China's innovation powerhouse, intensified efforts to develop its domestic chip sector by giving significant subsidies and financial incentives to semiconductor companies registered in the city.

But what took America so long?
Bill Clinton should never have helped China get into WTO in the first place.

I think they are very happy. They are probably the ones who lobbied Biden to do this. As much as I am trying to give credit to Biden, I seriously doubt that Biden did this totally out of his own free will.

That’s what I said don’t wan to guess their political view, or whether they believe the difference between Taiwan or China. But I am sure they celebrate Chinese holidays more so than Thanksgiving.

In any case, their stocks dropped back to 2020 level, at least 30% of their revenues are from China, same goes with Intel, Apple, Tesla, Qualcomm, etc.

I don't think you're wrong. This country is facing a great crisis, similar to all previous empires in the past.

First, the level of debt has reached an epic proportion and history has amply shown that British empire, Roman empire, and scores of others have fallen due to excessive debt.

Second, the younger generation (eg. our future) is getting dumb and dumber. There's no frigging way this so-called great nation can be maintained by these doting idiots. Education level is going down. Crime rates are rising. There's no moral compass to speak of. Only social media popularity rules the day.

Fotunately, this isn't just the US problem. It's a global epidemic. Not sure if there's any known panacea but it's very concerning.

US persons are now barred from working on Semis in China (at this time US citizens (born and naturalized) as well as PR's and foreign student grads from American universities working abroad should be considered "US persons" imo). Citizens will be ok, PR's will likely be OK, students at this point are SOL unless the ban comes w/some protections or the US risks losing them to Chinese recruiters and disclosing what they've learned.

It is safe to assume the above went to work abroad willingly or they wouldn't be there, so now they're being told to go against their will and leave their jobs on a broadened definition of nat sec.. All I'm saying is anyone would be pissed to do something against their will. Having said all that, nat. sec trumps feelings, tough break, China asked for it by continuing to steal IP through industrial espionage, hacking and belligerence.

Yes that's why we must do everything we can to stop the decline and make America great again. USA made China rich. Now it's time for USA to make USA rich, again. Biden restricting the sale of parts of semiconductors to China is a good start. Glad we are on the same page. No but it's irrelevant. I mean if somebody like Eileen Gu who's an America-born American who's only half-Chinese (I am sure people's ancestry matters to you) can go to China willingly to represent China to compete in such a prestigious world sporting event like the Winter Olympics, why wouldn't these China-born Chinese nationals be when they went to China? So that's not important. What's important is they shouldn't be pissed to come back just like Eileen Gu wasn't and Biden didn't need to issue any directives or anything asking her to. And in fact, just like Eileen Gu, they weren't. Those American executives and engineers resigned right away as soon as they learned of Biden's new policy. That's my point, which you choose not to understand and acknowledge.

And the fact that you would think they would be pissed is a problems with you, creating false victimhood for this new policy.
