China has decoupled from the West long time ago. China has been eradicating anything "foreign" in favour of developing everything "Chinese style" for a long time. What the West has done is just a reaction, albeit a belated reaction to what China has done since a long time ago.
I don't think that's true. Remember, China only emerged from isolation starting in 1978 and foreigners settling in China in the 80s were still adventurers. I have friends who moved to Shanghai at the end of the 80s when nearly the only cars were taxis and who couldn't keep track how quickly Shanghai morphed in front of their eyes.
I lived there for a year in 2002 and could see for myself the incredible transformations still shaping that metropolis more populated than the entire country of Australia. I used to joke that while it took 20 years for the Oakland section of the old Bay Bridge to be demolished and rebuilt, Shanghai had built a freeway network, an international airport served by a maglev train, a complete underground metro network and probably 200 modern towers.
While China was in full scale infrastructure development, its population was still trying to figure out how to fit in all of it. Foreign training schools were being built everywhere to teach languages and proper manners and service sector skills.
Through all of this I could see that the government was very conscious of not letting foreign businesses simply come in and get rich. Foreign commitment had to be a part of the equation, particularly know how, and my impression was that from small to large ventures, making it in China was going to be twice the work for half the rewards.
As for Tesla, it is a high visibility company at the highest levels of government, both at the local and national levels. The company will prosper for the time being as it is a showcase of China's manufacturing know how. It doesn't mean it will not encounter red tape and unforseen hurdles, but probably much fewer than 2nd tier ventures that can be replicated by Chinese businesses.
I'm pretty sure if he had to do it over, Musk would have doubled the footprint of his Shanghai factory over building anything in Germany...
