The cop pulls up and 7 seconds after his door opens he is shooting someone clearly moving away from him. Then he unloads the entire clip, loads another clip and continues firing with the guy on the ground. 16 shots.
Murder plain and simple.
I've heard cops have a "20 feet" rule regarding people with knives brandished (in their hand with the blade visible). That is, they shoot anyone brandishing a knife within 20 feet who is not exhibiting signs of complete compliance with verbal commands. This looks to me to be the rule this cop acted on. Its murder nonetheless.
The thinking is that a knife wielding assailant can reach you from 20 feet in a couple of seconds.
Of course, if I was to amble down the middle of the street in LA with a knife in my hand disregarding police commands I would be shot pretty much just the same way so its not all that shocking.
Interesting that the city paid the family to sign an NDA and withheld the video until Rahm was reelected. That has to be illegal, right?
