Does that mean he's pissed-off at the Republicans in Congress for not coming to terms with the UAW and automakers with an agreement that would have been legally-binding vs the non-binding "bridge" loan that Bush and the White House handed out?

The Democrats control Congress. The bailout ball was in their court and any reasonable compromise would've been signed by Bush. As is the admin plan is pretty much the same as Canada's......
