It doesn't matter which symbols you watch as long as you're not getting quotes on more than 500 symbols all at the same time.
Say you watch 400 Nasdaq symbols today and 450 nyse symbols tomorrow. No problem because it's less than 500 at the same time.

Yes, IB also has free DDE, now that I think of it.
I guess it all depends on what you do whith the quotes that determines which route you should go. (Standalone data feed or broker-based feed.)

Thinkorswim has DDE capability and it's free if you have an account with them. Don't know the limit on the number of tickers, but you can ask them, If you can stream option chains into excel with greeks, IVs and etc then I'm sure it can handle OHLC for stocks.
