CBOT Settlement Question - Gaps

Question on the CBOT settlement values @

Pretty clear that the settlement price is taken at 7:15 CST (or thereabouts?)

What time is the open price taken at - I dont see that on the web site

is it 9:30AM EST (ie start of the trading day on the east coast?)
