Did you know that Brazil has the 2nd largest arms industry in the Americas? Though it has some heavy new(ish) gun laws, a lot of arms are leaking into the criminal element.
I guess the desire to turn a profit is pretty big under that much competition, gun makers, like pharmaceutical companies selling opiates will try nearly anything to shift product.
