Fraud and self dealing is dishonest. But your very definition of the word "crook" that you are using is based in subjective opinion.
"The man is a crook. He's not to be trusted." By this definition, the word crook is coming from the belief of the individual applying the term.
It is not a legal term (in the way you are using it) and therefore, not empirical. I'm sorry you don't like this, but there really is no way out.
If you opt to take the second part of your definition with the word "criminal", then I refer you to our original discussion. He is not a criminal because he has not been charged as such.
