Capital lock up

Is there some kind of capital lock-up rule at prop firms, where capital contributed is locked up for X number of months and can't be withdrawn even if one stops trading with that firm?

I was reading some of your responses in other threads, where you mentioned prop firms not providing more than 2x overnight leverage while T3 is promising 8x overnight leverage. Where's the disconnect?
