There are no bids for my ITM options, I don't have enough fund to exercise them, IB doesn't seem to allow partial exercise. There are still 3 weeks left, but there were no bids & trades yesterday, I think it will only get worse. Any suggestions?

Have you tried entering a limit order to exit your position at parity or just above?
Put in an offer enough below intrinsic to cover commissions and someone will hit it. If not post the option here and I'll hit it.
Obvious 'suggestion': Don't get into this situation in the first place. Be properly capitalized for all contingencies, or you'll be the short-stack at the table.
When you say my "ITM" options do you mean thinly traded (i.e. no vol or oi yesterday or today) VanEck Vectors AMT-Free Intermediate Municipal Index ETF (Symbol: ITM) or some options hetertofore unidentified that are In-The-Money (also ITM)?
