Had he not left office, Arza would likely have been expelled from the Florida House by a two-thirds vote when it convened in its first postelection session on Nov. 21 to swear in Arza's friend, Marco Rubio, as Florida's first Cuban-American House speaker. Rubio, Gov. Jeb Bush, House Speaker Allan Bense and other fellow Republicans had asked him to resign.
