I am assuming the context is when he was alluding to the statistics that black communities are disproportionately more infected with the virus, because they make up more of the grunt-work level, essential workers. Like supermarket workers, etc. Cuomo was talking about this back in April during his briefings.

So he gets to stay home, as a non-essential, while those on the front-lines, who HAVE to go to work, are more exposed.
