Can We Afford the Military Budget?

I agree with your concept of the value (i.e., ROI) of preventing "adventurism." However, many countries benefit from such a strategy and it seems the US always gets stuck paying most of the frieght. It's time for the rest of the world to pony up and do their part while we scale back... Way back.

At some point in colonialism's life cycle it must be true that ROI is positive, else the empire would not grow.
