He probably meant wins the election. Dems get all giddy when talking impeachment. We'll be able to gauge the level of desperation by how aggressively they pursue impeachment pre-election. If they think it's another Trump victory they'll all be on the impeachment band wagon as that will be pretty much all they have left in their arsenal.
