can not open orders between 9:00-9:30 on IB

I can not open new order between 9:00-9:30am on IB. IB says the sum of risk surpasses my liquidity even though I have large cash in the account. Anyone has the same experience?

i cancelled all of them. even with resting orders, my buying power is still much bigger than the order I want to send, even that order is 100 shares at 1 cents.

You have two choices. You can...

A. Call IB customer service and ask them what the problem is, or

B. Post screenshots of all your screens here for users to dissect.

Total equity, working orders, open positions, NLV, etc etc etc.

Otherwise your question is unanswerable. You will not get a correct one until then.

Buying power doesn't really reflect that. Margin is what determines your max position size. If you have 4 million in BP, that doesn't mean you can initiate a 4 mil position in any instrument.

Do you have a margin or cash account? If a cash account you need to wait for your previous trades to settle and should upgrade to margin.
