Can I buy actual Russian stocks on Russian exchange?

Actual answer as of 3/23 1:45AM est on interactive brokers:
LUOH MOEX can't open positions
LUKOY OTC can't open positions
LKOD LSE can't open positions
I would expect that it's similar for anything else worth buying.

Sadly, I have been able to find very little, thoughtful and/or researched analysis of the situation. Just lots of group think and sound bites.

most likely, it will be open for a few minutes for today.
Then it will be down because of LIMIT DOWN.

Thank you Overnight. Now is about when I start buying. Gonna have to contact IB first thing tomorrow morn to see how I can buy in. I figure average in a few hundred thousand over the next month, but that is just off-the-cuff.
