Can freelancers, consultants, 1-man-companies advertise here?

can 1-man companies (freelancers, consultants, programmers etc.) advertise here, ie. offering their services and/or products and seeking new clients?
How much monthly costa quanta?
Is there an info page that covers all the requirements, rules, prices etc.?

I don't have a website :-)
I just wanted to offer my services as a programmer.
I don't have a history yet as I'm newbie in such commercial offerings.
Initially looking for a budget solution, also to gain experience and to learn the details.
May I ask for say a free first month to learn the details?

Then you don't qualify for a Vendor Account. You can't expect for people to spend money on your services if you won't spend any money setting up a site to explain who you are and what your services are.
