Politics aside, if they could find a place for it, maybe use laser jets for the water vs a standard fountainhead... they could build the fountain on Wall Street and have 253 jets, each representing one day for the prior 12 months... with laser lights embedded below and off to the side in the structure to properly illuminate each individual candle at the appropriate height for each given day. A living menagerie of red and green columns that would have to change daily. Put that Wall Street bull statue in the middle. Hell, arrange the jets in a circle around the bull and align the whole thing with the vernal equinox... That'll really make an artistic statement.
