Can an American investor trade Chinese stock index futures?

Not sure about stock index futures, but in general foreigners can trade the "A-shares" of Chinese companies at the STAR exchange (similar to NASDAQ), and also of other domestic Chinese exchanges:

"China A-shares are RMB-denominated equity shares of China-based companies that trade on the Shanghai and Shenzhen Stock Exchanges."

Yes, you can trade the China A50 futures index: If you use IB the ticker is XINA50.
Just keep in mind that the exchange is not recognized by the IRS as 1256,
you will not get the tax break like you do for U.S. futures.
