Dumbass, there is no naval port in Saint Joe.

The nearest naval installation to St. Joe is in Panama City.

There is also a naval base in El Centro, California, which is smackdab in the middle of a desert. LOL!

Now if a naval base can be set up in the middle of a freaking desert, is there some law preventing a Navy ship from pulling into a port which doesn't have an official naval installation? I'm betting not.

Try sailing your ship up to those naval bases. Besides, the conversation was docking at Port Orlando. There is only a training center in Orlando. NO NAVAL BASE! Get your facts straight. :D
