They export it via the people leaving. Californians love California's laws.
Californian is quickly becoming a pejorative in almost every other western state. Even Portland, arguably the closest in terms of law and disarray of Los Angeles and it's siblings, has shown a distinct hate for Californians moving in in the last decade or so.
There is really only one state literally no one else in the country likes and that is California. I would wager if you polled the country California would be #1, and New York and Alabama would be tied for a distant second.
This country would be a mess without an electoral college.
I was born in Southern California and will probably never return....
