From 1999 to 2008 premiums went from 2200 to 4700,more than double.

From 2008 to 2016 premiums went from 4700 to 6400,much less than double

I posted a similar chart and then read the bottom and deleted it.
We have seen posts here at elitetrader showing that individuals costs accelerated under Obama care.

Most people in this country have employer sponsored healthcare or government healthcare.

You have just seen that employer sponsored healthcare and overall healthcare cost rose less under Obamacare.
