If that ruling applies to only new home construction, which it seems to, then what kind of a dent do they think it will have on the grid? How much room is there left in CA to build new homes? If it does not also include used home sales, then it is going to have zero impact on the grid and climate. Wasted effort.

As of 9/18 over 49,000 new building permits were issued in CA (over 43,000 for same period in 2017)
