Ninjatrader is a platform based on C#, also its free to test and develop stuff on. I highly recommend it, however there's a learning curve.
Look into Tradelink open-source.
lol, you wanna built a hard-core one? Judging from your past post quality maybe you wanna first pick up a basic book on systematic trading before you start going all hard-core.
I like to build a hardcore one.
