Cme has well defined price bands, and globex will automatically reject trades outside the band. ICE also has well defined trade bust policies. I've seen both in play numerous times. If you subscribe to CME mailing lists, you'll see price adjustments announced several times a week.
During 9/11, futures trading was largely pit-based, so not an issue.
Equities are having issues because there are many different avenues for execution.
