Bulgarian govt shocked to find they own $3 billion worth of bitcoins

The Bulgarians are not stupid, they will be together with Russia, Japan, Venezuela among others in taking the great step in incorporating cryptocurrencies into their economic doctrines.

By steal I meant more literally. As in move it from the state coffers to someone's private or corporate account.
