I think Buffett said for most investors, i.e., ordinary people, buy and hold is their best strategy. The stock index return beats most fund managers, e.g., the hedge fund industry in the past 10 years.
Obviously, he is not one of the mass. On the contrary, Buffett is an excellent deal maker (buying value at a steep discount) and market timer (shifting asset allocation regularly). No wonder he is richer than most people.
