Taxing capital gains at 30% will not help the secretary that's paying 30%, and if he really cared about his secretary, he should pay her more.
Why not grow a wealthier nation?
The best way to eliminate poverty is for each generation to be able to accumulate wealth by lower taxes and include the previous generation's wealth to be built upon.
Oh, but do not empower the individual. Go forth and weaken and disable the individual, for it will increase their needs for assistance, as it will empower the Government and the Elite that run it.
