A responsible administration concerned with the safety of Americans would have cranked up the sanctions and possibly blockaded Iranian ports until they gave up their weapons program or were overthrown.

Certainly a blockade of Iranian ports would be seen as an act of war and would rally the Iranian people around their leadership. There are so many different bad scenarios that could result from this. Shit could spiral out of control really fast. Definitely not a responsible thing to do.
