I don't think Niko has a rule that gives an entry based on fanned DL/SL. It probably is an observation on his part leading to a lack of entry on account of not having a RET. Niko will probably correct me if I am wrong.

The entry was not activated by the fanned line, but by the fact that after the line was fanned (LL required first) there was a new RET.

The RET happened before the open, but the order was hit at the open. It is sim, so I am not sure if in real life it would have been hit.

Assuming the retracement you're referring to was at 0925, it would have been filled at 0929 or 0930, but not thereafter, depending on how far away from the ret you placed your entry stop.
