But net neutrality is regulation though? Wouldn't a libertarian claim that competition would keep companies from overcharging for content and self regulate?
I'm an actual libertarian, not a neo-libertarian. Libertarians recognize the necessity of government regulation to keep the playing field of commerce level and protect individual freedoms. Neo-libertarians are self proclaimed "libertarians" whose philosophy breaks sharply from classical libertarianism. Perhaps today's neo-libertarians would claim what you say, but their philosophy has little to do with my own. Chomsky refers to neo-libertarians as anarcho-capitalists, which I think is quite appropriate.
Our own Tsing Tao, and Trump enthusiast, would be an excellent example of a neo-libertarian who calls himself a "libertarian", as would Rand Paul. These folks associate freedom from government interference with liberty; hence they refer to themselves as "libertarians". This self-proclamation of theirs only serves to muddle matters, because what they espouse has little to do with classical libertarianism, which had its genesis in the contrasting philosophies of Locke, a Christian, and Hobbes, an atheist. The neo-libertarian's error is likely innocent. I doubt most them have read Locke or Hobbes.
An important feature of the neo-libertarian politcal stance is promotion of a revival of
laissez faire capitalism. Neo-libertarians champion this, whereas classical libertarians abhor the very idea of it.
Let us return to the topic of net neutrality. What doing away with net neutrality does is open the door to further "rent seeking"* which is a non-productive form of revenue generation whose net effect is to move money from one pocket to another. Rent seeking is impossible to avoid completely in a capitalist economy, but any good government does not want to do anything to encourage it.

*The classical example from Samuelson is the farmer who has a navigable stream running through his property. He puts a beam on gimbals across the stream and charges a fee to lift the beam and let boats pass. Rent seeking moves money from one pocket to another without producing anything of value in the process.
