Those who commit crimes have a history of committing crimes.
Why didn't the police stop them at their previous crimes?

"police is to deal with all the crimes, ,no matter the victims, no matter the crimes".
If the police could just deal with all the crimes reported by victims and witness, just that
would get all the crime-doing people behind bar.
You don't think so? Let me give some facts. In the Netherlands per year 1 mil crimes are registered, due to the low prosecution rate many crimes aren't reported any more. This number is actually closer to 2 mil. Of those 1 mil crimes only 50000 cases lead to a conviction. A well known criminal justice professor in the Netherlands has determined that the changes of getting caught and convicted for a crime are 1.8%. That's a complete joke and shows how massively the police and justice department are overwhelmed by crime.
