Law enforcement are typically taught that pressure on the carotid arteries and/or veins for 10 - 15 seconds is necessary to cause unconsciousness.

Military its taught about the same.

The key is then to remove the pressure after the 10 - 15 seconds especially after the person has become unconscious and that pressure is still being applied...

• You're intentionally trying to cause death when there's no resistance because the person is unconscious...no longer a threat.

Some police have stated in court cases that they too became heighten in their response (excited delirium) and didn't realize they've exceeded 10 - 15 seconds of pressure on someone's neck.

Simply, 8 minutes of pressure is a very long time beyond the 10 - 15 seconds especially when you're being assisted by other officers and other officers make a suggestion to stop and roll the person over so that he can breath...
