I basically agree with you based on the information we have right now. If the information changes then I may change my perspective -- but as of right now I believe the police officers did not handle this situation properly.
Let me mention in the Raleigh mall incident the mall security guards summoned the police stated the teens were banned from the mall already and trespassing.
So this is the problem. When we have incidents like the one in this video it undermines the trust needed for incidents such as the ones you describe happened in North Carolina.
We need more integrity in this country.
I think given the way cops have acted in the past few years they no longer deserve any benefit of the doubt to be honest.... we will see what happens but there were tons of witnesses and tons of video cameras...
but it all comes down to what statement the police make up to put out to the public. the two cops thankfully did not commit murder or cause a serious injury but they did cost their city a financial black eye and loads of press and that cannot go unanswered.
Like everyone is saying on the Internet, the male cop was more aggressive in this instance and took his guy down. The female cop didn't feel like wrestling at the time, and they usually do not wrestle guys as most guys are bigger than them. So, it is really stupid for a female cop to take a guy down by herself.
And the most important part is:
Neither cop knew what race those guys were before their actions. This was more of a male cop vs a female cop thing than a black vs white thing.
But leave it certain people, and it does become a racist thing because that is all they think about.

I think the "black" kid fit the description of a suspect from a 911 call, "yeah he's black wearing the blue shirt", the problem is that the fact the black kid was the one that called 911about some kid in running, I'm telling them it's only business, don't take it personally, if white was black you would have done the same thing, the only issue is the wolf walks away until it's dead silent so he can eat the sheep with the shepherd...
