Governments are going to use any excuse to crack down and regulate bitcoin out of existence.

No governments (especially the USA one) are eager to promote and help innovation, as they know that innovation is the motor for a prosperous future.
Also in this case (just watch the senate hearings and the upcoming NY hearings): they want regulation without hurting (actually: promoting) innovation.
