It's because his grandparents completed a form for tribal births and submitted the completed form as evidence of birth. That also triggered the two newspaper notifications.
Other than this form there is no evidence that Obama is a U.S. citizen. That's why Obama will NEVER release his original birth records. I'm certain he has also made sure his actual birth records (probably in Kenya) have been destroyed so there is no paper trail.
Understanding how the Hawaii birth records where accepted in 1961, this is the only scenario that make any sense given Obama's actions. The only solution available is for the states to require the long form birth certificate in order to be placed on the ballot.

But if he or anybody else wanted a copy of their birth records, they would be told to fill out the appropriate state form and receive back the same computer generated "certification of live birth" form that everybody else gets â which is exactly what Obama did four years ago.
