A pro slave state election system that allows the will and votes of The American people to be overruled.
When that happens that president usually has a horrible presidency with low presidential rankings and approval ratings and 3 out of 4 only got 1 term.It will be 4 out of 5 in Nov 2021

When Lincoln and The House passed the 13th Amendment they should have passed another amendment saying confederate states could never vote in federal elections again.
