I would guess he has lousy credit?
Guess what else he has gambled away?
 
COF happily charges you 17.5% unless you call and threaten them with leaving if they don't lower it.

And if you have lousy credit I'm sure DriveTime etc will gladly sign up people for 16% to finance a 10-year old beater.

If there's a desperate need for money you'll pay.
 
My cards are 6.5....but in the fine print 22% for 'cash'...needed 2k to tide me over for one month around x-mass and my jaw dropped at the int. charge in january

Oh I know it. Citi gives you a rate keyed to the prime then if you go over your limit by 1 buck they run you at 25.99%
